Eh, Winnie the Pooh isn't really a video game character. It's like calling the X-men or Mary-Kate and Ashley video game characters just because they've been featured in a few of them.
I've noticed that the final bosses for Soul Calibur II and III are pretty lame. Inferno (from SCII, whom you can't even choose) is just pretty much fire and a clone of Charade (whom just has random weapons).
Abyss (from SCIII) is just Zasalamel with a different look, and a few rather cheap moves (and a single, weak, weapon). Then again, I can see why they did that, but still, he's a pretty worthless character, worse than Zasalamel, the character he's cloned from (and he's "supposed" to be stronger).
Final bosses in most fighters are rather boring, but are at least somewhat difficult or entertaining. Neither of those two are anywhere near that. And they're extremely uninspired as well. Why not give them

KH2....and KH1...
I'm not sure if you ignored my post or you're just stating that he was in those two games. I know that, but it doesn't make him a video game character (just like I said about the the X-men and Mary-Kate and Ashley).
You're not a video game character just because you're been in a couple of video games. Ronald McDonald surely isn't one, is he?
I wonder then, if the King from Sneak King or whatever, the Burger King shameless advertisement, is a video game character by your logic. I imagine it could be argued both ways.
Anyways, here's some characters I thought were lame:
Zant from Twilight Princess. He just got really lame towards the end.
That one chick you had to save from Resident Evil 4. The really annoying one. President's daughter or whatever.
Toadette. Uhh, no.
Gomen from Gomen's Adventures or whatever the heck.

Nope... he's not. He's a burger chain mascot put into a video game. Spice Girls were in a video game too...

I'm going to agree with Zant... I may not be to the end of the game (I rented it while my computer was down), but I do think he's pretty lame so far, especially in a game that's supposed to have amazingly high "standards".

I thought he was really cool until near the end of the game, when you find out more about him... then he becomes a lot less cool. You'll see when you get there.

The BK games were -good-.
And I always use Toadette.
I feel mocked.
Eh, all the random villagers in Zelda 2: The Adventure of Link.
That whole game is messed up.
