Because, the Earth's orbit is actually 365 and 1/4 days long, so every four years the quarter days add up to a full day.

Well, it makes it easier to just count a new day ever four years (Imagine we didn't, now imagine that ever new year we waited six hours for 1st Jan, it would mess the clocks right up)

As for why Feb?
No idea, I personally don't get why 7 months don't have 30 days and the other five 31 to get rid of the silly Febuary has 28 days nonsense.
