I would buy royal p/b's for my pets then I'd make a guild with awesomes prizes like p/b's then spend the rest on nerkmids and use 'em all up!

Neggs, lots and lots to feed to my pet! Get its stats over 500 or something.

I'd get a Darigan p/b for my friend who has been saving up for one for a long time now. (Sad thing is, she's not nearly close enough yet since the prices get higher as she gets more money.)
I'd definetley train Drechser and get him pumped up for the battledome. And I'd probably repaint Morbia_Hahn and get her out of her Mutant Cybunny status and turn her into a Maraquan Draik.

I'd do a bunch of giveaways on PPT as well.

And then i'd go crazy and donate insanely rare things to the money tree, and dump in darigan, faerie, and royal pets in the pound. Bwaha.

Yeh, I'd train, buy PBs and give them out, make a few galleries, and probably end up getting rid of it all after a while, because, like Twinkle said, Neo would be boring if you have nothing to aim for. Maybe I would put it in a side account, and then give it away to people who have been scammed etc, or just donate tons.

I will buy all the paint brushes, all the r99 stuffs, all the retired stuffs and put them all into my gallery. I will train my pets until all the status are "too high".

Then I will quit neopets.

Weapons, Training, and avatars. (in that order)

BTW I thought you could only have a maxiumum of 39, 999, 999 Neopoints on hand without your neopoints being reseted at 40,000, 000 Neopoints and over.

Probably would spend some of it on getting those expensive avatars, that include owning painted pets. Plus of course the Adam avatar.

Other than avatars ...I have no idea what I could spend that much on. Probably make a Draik Egg army. Multi-coloured.
