Where do you get job coupons, i know in shop wizrd and etc.

But like can you buy them.

Also is this true, people say that if you get the red scroll thing on the wheel on knowledege, you get a job coupon?

As far as I know, there is no official shop that you can buy job coupons from. The best ways to obtain them are through users shops, trade, and auctions. You can also win a job coupon if you land on the green scroll for the Wheel of Knowledge.
