If you're talking strictly audio, Audacity can remove noise. (Effect->Noise Removal)
As for audio embedded in video, I'm not so sure. |

For XP (maybe Vista too?) -
Have you tried restarting in Safe Mode and selecting the Administrator account? You should be able to change accounts from there.
If you have tried and it didn't work, I've got a tool I can recommend, but it's kind of dangerous if you hit the wrong keys.

Dust could definitely be a major influence. Take a can of compressed air to it (make sure it's ok to use with electronics though).
Another thing to check if you're running Windows XP:

Yes.
I use AVG free, and as far as I can tell, it's just a interface update. The theme is a little nicer, and the control center has been rearranged a bit.
Beyond that, nothing has changed - at least, I didn't notice anything. |

For the record, about:blank isn't a virus/cookie grabber. It's a standard page that comes up when a new window is opened and your browser doesn't know what to put in it.
But I'd change your password anyway. (As I'm guessing you've done already) |
