that can get rid of background noises like in this clip?

If you're talking strictly audio, Audacity can remove noise. (Effect->Noise Removal)

As for audio embedded in video, I'm not so sure.

thanks but the noise removal tool removed too much noise and led distortion from the original song even if i chose minimal removal, are there any other way to remove even lesser noise so it doesnt effect the original song?

Sony Soundforge can do audio editing in videos, you can also install a noise removal plugin.
