How do you compare them? Zoom?

Edit-- Found it!! I use Photoshop and it perfectly fits!! I may have put down the wrong keywords, though. Forgot to put down where it is. Oh, well... :P

Easiest way? Copy and paste the to be checked image into your program, then paste the small mystery bit (resized) on top. In PSP/Photoshop you can do this easily with layers. With Paint you may have to undo/redo a bit to get it in the right spot.

Paint program is actually quite easy.. all I do is
1. put in the mystery pic image and reduce it to 13x13,
2. paste in the image to be checked
3. using the cut tool (it makes a dotted box around 13x13 image) then just move the 13x13 over the image to be checked, first matching for colour and then for pixels/lines etc.

I don't even put the MP itself into Paint. I use the resized form on PPT with the image in Paint, and just look for pixel "landmarks". :P
