We know the picture was taken in France, however, the man himself is Japanese. He could be anywhere.

They had this on neighbours! (totally gunna ruin it for you UKians, so ignore me now)

Lou put Toady on a thing like that (submitted his pic) and all these people kept trying to get a photo with him. Twas awesome.
