The reason I asked is because my sister lives in Indianapolis, which until last year did not participate in Daylight Savings -- thus, she was 1 hour behind us in the summer (and only 2 hours ahead of PDT), but the same time as us during the winter -- so her time was always EST.

What's even more confusing is that different countries start and stop Daylight Savings on different days -- and I'm assuming the Southern Hemisphere would have it in their summer... Anyway, thanks for the clarification.
